Police hat The Complaints and Conduct Unit co-ordinates the investigation of complaints about the force and members of its staff and acts on behalf of the Deputy Chief Constable who has overall responsibility for disciplinary matters.

Where the concern raised includes an allegation of criminal conduct suspected or alleged to have been committed by an officer who was ON DUTY at the relevant time, the Deputy Chief Constable will report the matter to the Area Procurator Fiscal (APF) who will decide what, if any, further action is required. This means that the decision, and any subsequent action, is made and directed by someone completely independent of the police.

Where the concern raised includes an allegation of criminal conduct suspected or alleged to have been committed by an officer who was OFF DUTY at the relevant time, the Deputy Chief Constable will direct that the matter will be recorded and formally investigated. At the conclusion of the investigation if there is sufficient evidence the matter will be reported to the appropriate District Procurator Fiscal who will decide what, if any, further action is required. This means that the decision, and any subsequent action, is made and directed by someone completely independent of the police.


The Complaints and Conduct Unit is headed by a Superintendent assisted by 3 Investigating Officers at the rank of Inspector, an Office Manager and an Administrative Assistant.
