REMIT

The Personnel Sub-Committee has delegated powers to act in relation to the following functions :

1. The hearing, consideration and determination of appeals by support staff in terms of any nationally agreed Scheme of Conditions of Service or the Board's own grievance and disciplinary procedures;

2. The disposal of applications by any Police Officer for legal assistance or by a member of support staff for financial assistance in connection with representation in civil and criminal proceedings brought in consequence of their actions in connection with the performance of their duties, on occasions when the Chief Constable considers that assistance should not be granted, or in relation to proceedings in any other circumstances.
NOTE : (In instances where the support requested relates to legal assistance for proceedings in the Scottish Courts and support is recommended by the Chief Constable in terms of the appropriate Scottish Office guidance, then authority to grant assistance to the officer(s) be delegated to the Chief Constable. Grant of similar assistance to be delegated for Fatal Accident Inquiries or Tribunals affecting the Force).

3. The appointment of members of the Police Appeals Tribunal for Officers of superintendent ranks and below, and the payment of any expenses of an appeal;

4. The disposal of any matters relating to the conditions of service of police officers, including senior officers, being functions of the Police Board;

5. The taking of all appropriate steps in terms of regulations in relation to a complaint against a Chief Officer; and

6. The determination of recommendations that a police pension be forfeited in accordance with the provisions of the Police Pensions Regulation 2004.


MEMBERSHIP

In terms of paragraph 10 of the Amalgamation Scheme and Standing Order 39, the Board may appoint such Sub-Committees as it considers necessary. In terms of the Personnel Sub Committee it will comprise 7 members (3 from Dundee City Council 2 from Angus Council and 2 from Perth and Kinross Council.
