REMIT

The Audit Sub-Committee has delegated powers with the following remit :

1. Review with management, financial policies and practices to ensure compliance with relevant statutes, directives, guidance and policies and codes of corporate governance.

2. Ensure the existence and discharge of a corporate risk management strategy and procedures including the outcomes of the embedded risk management process.

3. Receive, consider and ratify Internal Audit plans.

4. Consider Internal Audit Reports, action plans and management response to audit recommendations.

5. Review the activities of the Internal Audit function and progress against plans.

6. Review with management the adequacy of the internal control system.

7. Review all matters relating to External Audit, including the audit planning memorandum, reports, action points and implementation of recommendations.

8. Receive and consider the Chief Internal Auditor's Annual Governance and Internal Financial Controls Assurance Statement.

9. Review the Annual Report to the Board from the External Auditor relating to the Final Accounts and review the implementation of any audit recommendations arising.

10. Guide and advise on matters relating to Best Value to ensure ongoing quality assurance and independent validation of Best Value activity.

11. Review reports arising from Best Value Reviews, approve action plans and monitor progress made against the findings of these Reviews.


MEMBERSHIP

In terms of paragraph 10 of the Amalgamation Scheme and Standing Order 39, the Board may appoint such Sub-Committees as it considers necessary. In terms of the Audit Sub Committee it will comprise six members - Convener, Vice-Conveners and one member from Dundee City Council, one member from Angus Council and one member from Perth and Kinross Council.
