Equality and Diversity - Race

Of the Tayside's population of around 389,000 people, approximately 10,000 belong to minority ethnic communities covering a wide range of racial and ethnic backgrounds. Many belong to our emerging communities from Eastern Europe, some of whom come for short periods to work whilst others choose to stay longer term. Tayside also has a large overseas student population attending the various higher education establishments in the area.

In order to ensure that the differing needs of all our diverse communities are addressed, we are consistently working to promote race equality in all aspects of the organisation by actively
• identifying and eliminating any unlawful racial discrimination and harassment

• promoting equality of opportunity for our service users and staff

• promoting good relations between people from different racial groups and with Tayside Police
We see the above three elements as complementary to each other, i.e. they support each other and may, in practice, overlap. However, they are different and each aspect is considered individually.

We are proud of our well established links to the minority ethnic communities living and working in Tayside. This positive relationship has been developed over many years by implementing positive action and active consultation with and involvement of community advisers from a broad range of ethnic and racial groups. Our Race Lay Advisory Group members have given us much help in developing our Race Equality Scheme (RES) which tells the communities of Tayside how we aim to continue to promote racial equality and good race relations.
Race Lay Advisory Group (LAG)
This consultation forum was set up in 2002 to help promote race equality. It is chaired by the Deputy Chief Constable (DCC) and comprises representatives from a wide range of the local minority ethnic communities.

Lay Advisory Group Women's Issues Sub-Group
Formed in 2003, this group allows discussion and constructive feedback from women who for a number of reasons, are often unable to express their views through other existing channels.

Racist Incident Multi Agency Panels (RIMAPs)
These Panels have been developed in Angus, Dundee and Perth and Kinross, the three local authority areas within Tayside. Their aim is to work in partnership to address racist crime issues that may involve more than one agency.

Please note that Appendix 5A of the Race Equality Scheme 2005-2008 was amended in April 2007 to reflect the changes made to the ethnic classifications used for crime recording within Tayside Police.


There is a commitment to publish an annual progress report to inform staff and the community how the Force is performing against its RES Action Plan.

In preparing our Race Equality Scheme 2005-2008 Tayside Police held, along with NHS Tayside and Dundee City Council, joint consultations with minority ethnic communities in Dundee. The findings reported within this document relate specifically to Tayside Police.
