Deputy Chief Constable Bill Harkins has overall responsibility for Professional Standards, the Force Information & Intelligence
Division, the Business Support Department and setting the strategic direction for Tayside Police.
A former cadet, Bill joined Tayside Police in 1981. During his time with Tayside Police he has built a wealth of operational policing experience having carried out beat duties across the Force area and serving latterly as a Divisional Commander in Angus. Bill has also undertaken secondments to the Force's Divisional Support Teams, Corporate Planning and Information Management Services. During a spell in the Force Projects Office Bill was instrumental in setting up the new Force Communications Centre and Command & Control system. In 2000 he was appointed Head of Communications and Information Technology. Mr. Harkins has a Higher National Certificate in Police Studies from Napier University in Edinburgh and a First Class Honors BA in Business Studies from the University of Abertay in Dundee. Deputy Chief Constable Harkins is a member of the ACPOS Business Change Programme Board and the Professional Standards, Diversity and Performance Management Business Areas. |
