Civil Contingencies - Community Risk Register

Tayside Strategic Coordinating Group (Tayside SCG)

The Civil Contingencies Act 2004 establishes a new legislative framework for civil protection in the United Kingdom. The Contingency Planning (Scotland) Regulations 2005 describe how the provisions of the Act are to be implemented. Both place clear roles and responsibilities on those organisations with a part to play in preparing for a response to emergencies.

"Preparing Scotland", the Scottish Guidance on Preparing for Emergencies has been issued by the Scottish Government with a greater emphasis being placed on all eight strategic groups across Scotland (based on police force areas) of which the Tayside Strategic Coordinating Group (Tayside SCG) is part, to co-operate and share information. The Tayside SCG consists of Angus Council, Dundee City Council, Perth & Kinross Council, Scottish Ambulance Service, Tayside Police, Tayside Fire & Rescue, National Health Service Tayside, Maritime & Coastguard Agency and Scottish Environment Protection Agency. For many years these agencies have worked together to plan for and respond to serious emergencies (and are now also referred to as Category 1 responders within the Act).

As part of the legislation a Community Risk Register has been compiled to ensure that all agencies identify and assess the hazards within the Tayside area. This is to provide a co-ordinated and consistent approach for the Tayside agencies in their preparation and planning for emergencies and to ensure that robust plans are in place.

The Community Risk Register has an introduction, to explain the layout, and the process used to identify and assess the hazards. The Register will be reviewed and updated regularly.

Tayside Fire & Rescue are the lead organisation for the Community Risk Register. The register can be viewed on their website - www.taysidefire.gov.uk
